The quality problem with current offerings is that customers have no way to find out whether any company or individual developer is providing good quality services. Many reports have been made about technically low and even dangerous use of TYPO3, which is harming the product.
The certification scheme will provide a way to submit a companies and indivdual proof of quality services and get approved by transparent standards.
